Van drives through puddle

When a van drives hard and fast through puddles in order to splash pedestrians, is it just a prank, or is it a crime? That is the question with which the 2,375,536 viewers (as of this writing) who saw the dash cam footage of the incident have been wrestling. The Twitterverse fairly exploded with people divided between, “Oh c’mon, so he splashed a few people” and “Put the guy behind bars!”
